Otherwise, it really depends on the difficulty. For example, on Easy, Normal or Hard, upgrading clip capacity is always one of my priorities, but I almost never do it on Grounded because I never have enough bullets for one clip. My only exception is the rifle, very useful on Grounded with scope, it's a life saver to have 3 bullets in there.
